The Smart Accelerator in the Central Bohemian Region project includes, among other things, the Assistance Programme under which the grant scheme for voucher assignment to support the preparation of strategic projects will be announced.
Grant vouchers are financial instruments designed to support public (public-law) entities* whose activities considerably stimulate the development of the innovation environment in the Central Bohemian Region. Through the vouchers, beneficiaries can cover expenses associated with the preparation of applications for projects that have a significant impact on the region’s innovative system.
The objective of the Programme is to guarantee appropriate terms for the preparation of quality projects that have a major impact on the Central Bohemian Region’s innovation system and that require the involvement of a large number of actors in the region. Vouchers are provided for activities associated with the preparation of projects that are strategic to the region, comply with the RIS3 Strategy of the Central Bohemian Region and have the potential to lead to qualitative changes in the region. The preparation of such projects is very demanding, and the activities implemented under the Assistance programme help to improve the quality of the preparation. The main goals of the activity are to create the systematic development of the region’s absorption capacity in line with the needs of the regional RIS3 strategy and to ensure project coordination throughout the region.

A subsidy programme is a financial instrument allowing the preparation of strategic projects; grant applications for such projects are subsequently submitted under the relevant call of the appropriate grant scheme at either the domestic or European levels. A submitted strategic project application must comply with formal evaluation criteria and eligibility criteria according to the given target programme. The maximum grant that can be provided is CZK 500,000 and is paid out retrospectively once it has been proved that the project has passed the formal evaluation and eligibility criteria.
The grant voucher programme is anticipated to be announced in June 2017.
The procedure for applying in the Assistance Programme
* A public (public-law) body is any entity that:
1) was founded or established for the special purpose of satisfying a general interest need and is not either an industrial or a business entity,
2) has legal personality and
3) is financed largely by the state, regional or local authorities or other public-law entities; is controlled by such authorities; or more than one half of the members of its administrative, managing and/or supervisory body was appointed by the state, regional or local authorities or other public-law entities.
The above conditions 1) through 3) must be met cumulatively; only one option under condition 3) must be met, i.e. either a prevailing source of funding or a majority of decisive power.
